Let’s charge for quotes

Freelances and companies spend a lot of time doing quotes for their clients, which is obviously part of the business but also time consuming.
It is said that *S,C,P,F… , www.scpf.com, considered the best creative agency in Spain, asks for a symbolic contribution every time it is asked to be part of a brand contest, considering that time and efforts can’t be free.
What if we could charge a client for a quote and the money would benefit an NGO?
The time spent analysing a project and doing a quote wouldn’t be lost for everybody.
1€/day is the salary for millions of people.
The time spent doing quote should be charged at least 1€/hour.
Practically we can’t invoice a client every time we are sending a quote.
But for example a couple of euros could be added to any accepted quote or a company could decide to donate for example 1€/quote for all the quotes they receive in one year.
